Policy files require fields "allowed_requests_per_second" and "allowed_devices_per_user" in the "resources -> URL" section.
There are no default values:
FATA[0000] main: init(): could not initialize resource params: init: InitResourcesParams(): 'AllowedRequestsPerSecond' for resource '...' is nil or negative type=system
FATA[0000] main: init(): could not initialize resource params: init: InitResourcesParams(): 'AllowedDevicesPerUser' for resource '...' is nil or negative type=system
