Key overrides don't trigger on key combos on layers other than 0

Don't know if there's a quick fix for this or not or if this is expected behaviour

my goal here was to use layers as a means to change my overrides on my key combos, but what I found was all key combos seem to live in layer 0, so when going into the key override menu you need to enable the overrides for layer 0 even if the combo is being triggered on layer x

Really appreciate any comments or thoughts on this issue

Could you add reproduction steps with the exact configuration you're using and behavior that you expect and get.
