Let's say for instance that there's a song that has two different movements in it that are in two different musical modes or two different genres or something like that, the id3 specification includes the ability to add multiple versions of the same tag, precisely for this reason, so that you can specify two genres within one audio file.
Of course it would go hand in hand with this idea that the main player application would also need to be able to comprehend multiple genre tags applied to the same one audio file. I don't know if that's the case already; maybe it is, but I feel like I should say it anyway.
