Overview

Need to setup the repo directories to be able to package as Python, Rust, and R using various tools such as:

Maturin (Python): https://github.com/PyO3/maturin
Cargo (Rust): https://doc.rust-lang.org/book/ch14-03-cargo-workspaces.html
R-rust (R): https://github.com/r-rust/hellorust
