docs: Setup Jupyterbook for documentation

Overview

Need to setup docs for API documentation, future tutorials, etc. We can use Jupyterbook for this: https://jupyterbook.org/en/stable/intro.html and host it on readthedocs: https://jupyterbook.org/en/stable/publish/readthedocs.html This way we can also setup the PR previews, etc.

• docs: Add docs directory with basic Jupyterbook setup #42
• build: Setup readthedocs config file so it can build from the file #43
• chore: Setup the PR build preview on readthedocs #44
• docs: Port of over existing documentation to the docs folder #45
