Cannot boot windows11 arm: QEMU issue

I added the vm windows11 arm64, tried to start it many times but all failed. The error message said: QEMU遇到错误退出：qemu-system: device requires 67108864 bytes, block backend provides 540672 bytes.

Device:iPad Air 5 running iPadOS 16.0b3
VM settings: memory:3G cpu:cortex-a72 (2cores)
windows 11(VHDX) downloaded from windowsInsider website
Using UTM SE 3.2.4
