This includes changes so that:

  • some sane upstream default is specified in usmqe config file
  • lists of packages are moved from code into config file
  • it's possible to use rpm tests both upstream and downstream, using different config file
  • we can revert 447876f

workaround: exclude rpm tests from testcaselist
447876f 
This is necessary because we don't have reasonable defaults for rpm
tests commited in the repository. Moreover some additional work needs
to be done to clean up rpm tests wrt new usmqe config module.
