Generate and recognize clean "SEO" URLs

"SEO" URLs possible examples:

/forum/1 instead of index.php?forum=1
/forum/Help_Support instead of index.php?forum=1
...

For rewritten URLs, support Apache HTTPD.

This could work. I'm liking the structure of it. May work well if UseBB 2.0 was still in production.
