Reference range selection is not showing in the filter

While testing #1585 , found that Reference range selection is not showing in the filter.

• Open en_tn.
• Add a new row and add a reference range in reference field, Save it.
• Open the filter and note that the new reference range is not showing.

@elsylambert I believe our original design was that if the user chose any verse number in the fiter then ranges that include that verse would be included in the results. So in the case above the range note would show whether you chose 1 or 2. Is that how it works now?

@birchamp When there is a range like 1-2, in the above example, the filter used to show the option as 1-2 in the drop-down.
