Update cost output

One of the output files contains the cost of the allocation. For this file, substitute the RPartial column for two other columns. RPartialUp should record the upfront cost paid for the reserves/savings plans in the partial upfront purchasing option. RPartialHr should record the hourly cost paid for the reserves/savings plans in the partial upfront purchasing option.
