Add docs on the new preference (from a user perspective) when system-settings#166 has been implemented.

Add docs on the new preference (from a app developer perspective) with examples on how to switch the theme in the UITK and QQC2/Suru when ubuntu-ui-toolkit#39 has been implemented.
