Homebrew consolidation

Right now both bluefin and bazzite are shipping service units and timers to update brew. These don't get limited if on a metered network like what happens with ublue-update.

We have added homebrew to the updated items; however, I believe the issue is that the path for the process does not include the homebrew directory.

For handling permissions, we default to uid/gid 1000; however, we could determine the owner of the homebrew directory for running as that user only.
