https://tumblr.github.io/collins/configuration.html#authentication talks about file authenticaton, but does not describe how to integrate this into permissions.yaml, nor how to generate the htpasswd format file to perform auth. We should add an example showing the format of the userfile, and how to generate one given a user=robot and password=sekri7.

@michaeljs1990 cc, as i believe you just did something like this?
