bad tremor version in docker-compose file

Problem
running docker-compose up with the current setup of the docker compose fails because of the below error:
Error starting deployment of flow metrics: metrics::influx_out is a structured connector and can't be configured with a codec

Notes
Changing the version of docker from edge to 0.12.4 seems to fix the issue
