Display shutdowns better

When there's a shutdown on a line or segment of a line, we kind of just show "no data" instead of showing a better display

Describe the solution you'd like

We should show shutdowns more clearly on the pages. Whether via block annotations or somehow else so it's clear why data is missing or different

With the next year of shutdowns, this will become more important
