The mass changes label should be applied when a PR affects multiple (2+) pages. This can be for adding or editing 2+ pages.

Example PRs for this label: tldr-pages/tldr#6128, tldr-pages/tldr#5117

There are many PRs with 2+ pages generally we apply this label manually for PRs with more than 5-10 pages (for page additions) and more than 10-15 for translations (sometimes we don't add it at all for translations). I would suggest setting this to 5+ pages for page edit or new command and 10+ for translation.

Do these numbers still apply? If I have some time, I'll pick it up.
