箇条書きのものが横に並ぶのは嫌
経験則的には箇条書きのときにはコロンが来て文章が来るという流れ
・や * などが先頭に来るのも特徴的
割とルールベースで判定してもいいかもしれない

品詞解析器と併用することで箇条書き判定できるのではないか
