The project deserves better categorization. Few options for new categorization mechanics;

Complete new categorization with dividing for field of operation (Healthcare, disaster management, humanitarian aid etc.)
Re-categorization based on the nature of the tools/services (Take actual categorization as a base)
Maybe create complex categorization with enhancement of Create integration complexity index #2 ?
