Does JointVelTermInfo() and CartVelTermInfo() affect cartesian velocity ? How?

I am new to trajopt , I get optimized trajectory from TrajOPT later I calculate velocities and accelerations using IPTP of ROS Moveit. I set some parameters for jointvelterminfo() and cartvelterminfo() as follows:

Though I change the JointVelTermInfo() and CartVelTermInfo() doesn't affect the outputed cartesian velocity. Kindly please help me, how to relate Cartesian velocity with JointVelTermInfo() and CartVelTermInfo() and velocity and acceleration scaling using ROS Moveit IPTP.
