Configurable delay time for Send later feature

Is your feature request related to a problem?

My main use-cases for the send later feature are:

• That's a working chat and i want my message to be delivered at the next working morning
• That's a private chat and I don't want to bother the reader during the night and send it next day
• that's a reminder for me/my wife that I want to get a certain moment of time

Describe the solution you'd like

A setting on a chat/group that will specify the default suggested date&time for the message delivery. Options:

• next morining. Is applied when I delay a message after 6 p.m. and the default time is 8 a.m. next day
• next working day. The similar behavior, but strting from Monday evening the default proposal is the next Monday morning
• send now. The current behavior, when a message is proposed to be sent in a minute
