[CI-CD] Improvement to Deploy Scripts to Match CI #10

Currently, the implementation of my deploy scripts for both hosting and functions run a build script, which honestly does just some type checking. However, this process is different than the CI script. Change this so that they share one unified script, so that the deploys dont fail because I made a stupid type error.
