Tectonic 0.11.0 is out!

Hot on the heels of Tectonic 0.10 comes another minor release!

Compared to the TeXLive 2022.0 update in 0.10, this one is much less significant. The main difference is that I've merged in a bunch of improvements to the experimental HTML backend, the engine_spx2html crate. I'm excited about the progress there, but nothing within Tectonic proper can actually take advantage of this support as of yet. My project tt-weave builds on this work, though, and I'm hoping to get a prototype release of it out soon.

The other improvement is a small build change that I hope will fix compilation on macOS computers with old versions of the SDK. I hope that this will fix the build of the conda-forge tectonic package.
