Lockfile roadmap?

I've been looking through some existing issues (like #685 (comment)) and I get the impression that there are plans for a Tectonic.lock and better reproducibility. Are there any blockers? I'm interested in helping with this but I'm unfamiliar with the codebase and might need some pointers.
