In order to reconcile the chat's per-user state with the external app state, bots should be able to enumerate all chat participants ids.
We are going to be implementing this via MT Proto for now, but looking forward to this functionality being available at the Bot API.
Also, this is such an obvious thing to have that it is surprising it has not yet been added; if there is anything to know why - please let me know.
