0.8.37: Stop Mining: When I stop the miner, I find that the block animation continues #1331

Describe the bug
As a user I find when I click on Stop Mining, even though the CTA updates to Restart Mining, the block animation continues on for more than 2+ minutes before eventually settling

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Tari Universe'
  2. Ensure Miner is running
  3. Click on 'Stop Mining'
  4. Observe the visuals on screen

Expected behavior
When miner is stopped, the block animations should cease

Tested on Windows 11, app version 0.8.38 and this is still occurring

This was a known issue, and is most definitely related to #1198

Tested on Windows 11, app version 0.8.40 and I no longer see this occurring
