Loading sample data (STU3) fails on first attempt #100

When running load-sample-data-stu3 on a fresh build, Patient/smart-1288992 fails to be created due to a bad reference. Loading the data a second time allows Patient/smart-1288992 to be created since the reference exists at that time.
