Publishing schedule workflow breaks for the draft page if I click on the "Save" button first and then click on the "Apply for approval" button #434

I am using silverstripe 4.5 and cwp 2.5 for my project.

I have created a new page and set a "Requested publish date" and then clicked on the "Save" button and after that I clicked on the "Apply for approval button". At that time my page status was "Draft".

The schedule publish date was set once I approved the requested publish date but It didn't change the page status to "Embargo" (in left menu) and also it didn't create a job for publishing the page and page wasn't publish at scheduled time.

If page satus is "draft" and If I direct click on "Apply for approval" button then everything is working as expected. Workflow is not working as expected if I click on the "save" button first and then click on the "Apply for approval" button.

The reproduction rate of this issue is 1/5.

If page status is "modified" and if I click on the "Save" button first and then click on the "Apply for approval" button, it doesn't impact the workflow and everything work as expected.
