Here is my suggestion:
Add a "forward" boolean for each uart
forward anything received (MSG_BASE_POS and MSG_OBS)
Instead of SENDER_ID == 0 indicating forwarding, do SENDER_ID = - ORIG_SENDER_ID, so you know where the info came from
