Given a set of credentials of a user that has administrative permissions to the BitBucket repo the system should be able to configure web hooks for which to listen for changes.(https://confluence.atlassian.com/display/BITBUCKET/webhooks+Resource)

Potentially allow for the system to download the webhooks already created.
