Am Standort soll ein Popup auftauchen, welches den Betreiber dazu ermutigt, ein Feedback/Review/Bewertung eines eingesetzten Plugins abzugeben.

Das muss allerdings in den Stud.IP Kern pr0grammiert werden

Nicht nur, aber auch. Der Marktplatz braucht auch einen Endpoint, um das Review entgegen zu nehmen.
