Shelters with same name in different cities do not display within admin panel

There are two shelters with same name
Hyland House in cloverdale
Hyland House in surrey

I couldn't find the surrey city anywhere within the dashboard, but it displayed within the footer and was accessible. Figured it was related to having two shelters with the same name. Once I changed the name, it was accessible within the admin panel.

Can we please allow the same shelter name in the database as long as it belongs to a different city.

If it's within the same city, it should display an error message to change the shelter name to a unique name

If this is too big, then make shelter names unique across the entire system
