Admin Dashboard could use more robust statistics regarding active users

"Active Users" lists the number of users that have created an observation. That's good to know, but it also doesn't tell us our regular userbase - i.e., how many users are using the app once a week. We can add an extra tab to the "User Registrations Over Time" chart that instead shows the number of users that post an observation each month.
