Priority - Develop Filters and Exports

We need a way to export data to excel. They have to submit their end of year reports and this has been the missing feature that allows them to do this accurately.

Filters by date (last measurement or created_at - in case site has no data)

The export should be by measurement. Every measurement is a row along with it's associated plant, plot and site. Include only important info. We'll need to find out which fields they need or allow them to customize the fields.

• Filter by state
• WMU
• county
• township
• year of measurement
• Why are there two None categories?

Consider exporting from the Statistics tab

time period site was created, sites with measurements that have been taken within the last X years
