You should be able to spend money to improve your log storage. Either by buying special units (log storage trucks?) or by buying an upgrade that lasts for X games that gives you extra storage.

benefit of the second approach is that it means large/powerful armies need to spend a lot of money on an ongoing basis to get maximum benefit from their IS-2 hordes, which keeps them from amassing truly insane armies.
