Item Quickswap option not available in customizer when Spoilers is set to Disabled

Description of problem: When generating a seed using the customizer at https://alttpr.com/en/customizer, on the Generate tab, if I choose Spoilers to be Disabled, or Only on Generate, or Mystery, then the Item Quickswap option is not available. It only appears when Spoilers is set to Enabled. However, clicking on the Permalink brings me to a page that does have the quickswap option.

I've found a solution for this issue and created a pr for it.
Not sure if it's acceptable for the other devs
