In SPDX version 2.3, we have a File Notice field in addition to the File Copyright field.

In SPDX version 3.0, there is only the copyright field.

There is no mention of this field being removed in the migration guide.

Either we should update the migration documentation or add back the field.

From reading the descriptions, it looks like we can just combine both the notice text and the copyright text when migrating.

@zvr @swinslow - was this a conscious decision to remove? Any thoughts on the resolution?

It wasn't an oversight, it was extensively discussed -- e.g. mentioned in Sept. 24, 2020 meeting minutes.

Based on that and my general recollections, I believe the intent was ultimately to decide that the attributionText field could be used for this; and/or someone could create a LicenseRef- if they wanted to create a license identifier to represent the notice contents.
