Content lights refactor

• renamed namespace Content.Shared.Light.Component to Content.Shared.Light.Components
  run sed -i Content.*/**.cs -e 's/Content\.Shared\.Light\.Component;/Content.Shared.Light.Components;/g' to replace them all
• moved HandheldLightComponent into Content.Shared.Light.Components, add using Content.Shared.Light.Components; to whatever uses it
• anything using EmergencyLightComponent should add RotatingLightComponent or it will not rotate anymore, default speed is the same as before
