JRPACMANs should be mapped

#19302 added JRPACMANs, small portable generators that are intended to be used by crew directly. They run off welding fuel.

The intent is that these are placed throughout maintenance, allowing crew to grab one themselves to power their department if necessary.

How many should be mapped is an open question. My gut feeling is 1-2 per department, but that might be too much on small maps so use your judgement I guess.
