Although step-ca doesn't manually configure HTTP/2, the new version fixes the issue described in https://go.dev/issue/63417.

This issue upgrades the version of
golang.org/x/netto resolve the issue described in https://go.dev/issue/63417. Note thatstep-cadoes not configure HTTP/2 manually.
