Viewport issue on mobile/small screens

Description

The screen is moving around on mobile. When I pinched the viewer screen to see if I could zoom, there was header content blowing out of its container. Designs are finished for responsive header and navigation design, so might be good to tackle this at the same time???

Expected Behavior

Screen should not move around and content should not blow out of view
