Better Project Troubleshooting

This is a broad effort that will be done through the child issues. This is to track the overall goal and ideas that percolate. These ideas are from this doc.

Three main things that can be done in Serval are:

1. Make a "Analyze Corpora Job" Analyze Corpora Job #585. This will hopefully clear up issues before they come to us
2. Normalize data as it comes into Machine.py through Wildebeest - Normalize scripts with Wildebeest #587
3. Ensure draft quality does not decrease Updates to handle SILNLP consistency run #557.
