TransactionFailed sometimes goes unhandled

Describe the bug
Sometimes i get 403 Forbidden IP from turn server and the TransactionFailed exception is unhandled and crashing my app (unless i add a global exception handler for it). I would expect the candidate pair to just fail instead.

Reproduction Code
I think it will happen if turn server return an error code early on in the setup. not exactly sure when.
