If an assigned issue has been pending for a long time, this is a problem. The issue does not close and the issue cannot be completed because there is someone assigned.

Describe the solution you'd like
A reminder message is sent to issues that have passed the specified time and are still incomplete and have an assignment. If the issue is still not completed, the assignment is removed.
