Add tagged command discard feature

Currently when we tag someone when issuing a command, it does not highlight the user

Describe the solution you'd like
When we issue a command and tag someone, the command content must be written and the tagged person must be highlighted

Example: !kampus @FozDev --> https://discord.gg/kampus @FozDev
