Fix restore nemesis tests to correctly handle the case when the region of the snapshots doesn't match

We need to add workaround or skip the test until the fix would be added to Manager (#4049).

We need to have some input from product (cc: @tzach).
One of the options is to output the create schema script and ask end-user if the name of the DC is correct and expect, or if he want to modify it.
It would be just a prompt from sctool CLI.

Short term - we can update the documentation and provide the guide of what to change in the create schema script.
