i18n/create_scratch_msgs.js is no longer used and should be deleted.

Blockly keeps all the separate language jsons, and is built to load the page with a different js file when the language switches. In Scratch we build one monolithic file so we don't have to reload, but create_scratch_msgs.js was written still assuming that all the language json would be in a folder.
