[Bug] An empty line was added inside the macro region by mistake after save format. #1288

Describe the bug
After save a sas file, the extension auto format it. I found the an empty line was added at the first line inside the macro region, which I think is not necessary.

Steps to reproduce
Steps to reproduce the behavior:

  1. Create a empty sas file
  2. Add a macro inside which first line is not empty
  3. CTRL + S to save
  4. A new empty line was added by mistake

Expected behavior
Do not add the empty line.

Client OS: [Windows 11]
Extension version: [v1.11]
SAS version: [SAS (r) Proprietary Software 9.4 (TS1M7 DBCS3170)]

Additional context
At first, I thought this empty line was for writing docstring, but after I wrote some doctrings in the empty line and save the file, a new empty line was added. So I think it's just a bug, not for something meaningful.
