[Syntax] Support for actionsets and actions in proc cas

There currently is no highlighting and or autocompletion support for cas actionsets or actions in proc cas.

Steps to reproduce
cas mysess;

proc cas;
fedsql.execdirect result=r
query='select * from public.hmeq';
print r;
quit;
