DPL-880 Baracoda to add/remove/retrieve prefixes using UI backed in database (S=L; C=M)

Describe the Housekeeping
As PSD developer I want to be able to add, remove and retrieve the prefixes configuration from Postgresql database instead of a config file so I don't have to redeploy baracoda every time a new prefix is needed

Created the below stories:

• DPL-880-1 Add a new postgresql table for storing the prefixes instead of a config file to avoid deployment of baracoda for adding a prefix #470
• DPL-890-2 Add a new UI and the endpoint to allow the creation of new prefixes #471
• DPL-880-3 Add a new UI to show all prefix data and also provide the ability to mark a prefix as inactive and not delete. #472
