Currently there is a link to a Hierarchy of Promises document within https://samvera.github.io/samvera_labs.html#code-requirements. This seems to be concerned primarily with linked data platform technologies and is quite opinionated with regards to using Fedora 4 as a persistence solution.
Given the recent architectural changes undertaken for Hyrax and other Samvera solutions in the past year, perhaps this should be changed?
